I. MANAGING NATURAL RESOURCE REVENUES: OPPORTUNITIES AND CHALLENGES

According to the PH-EITI Report, government collected around Php 5.8 billion pesos excluding royalties paid to indigenous peoples in 2012. The following year, it went down to Php 5.4 billion. The year after that, government revenues from mining doubled to Php 11.1 billion. 

This is the ugly side of revenues from natural resources: volatility. There are years when prices are high and there are years when they are low. So what for the Philippines?

Nationally, revenues from mining is rather insignificant just by looking at the figures below. National government revenues were taken from the Bureau of Treasury's data.
