Program Manager for Project DATA (​Deepening Access, Transparency, and Accountability to Improve Natural Resource Governance and Empower Communities)

Purpose of the Role
Provide lead role in program management of Project DATA, funded through a grant by the USAID including:
  • Provide inputs in the strategic direction setting, operational planning, budgeting and income projections;
  • Manage the implementation of project activities, including monitoring and evaluation;
  • Participate, under the leadership of National Coordinator, in the strategic partnership development and management;
  • Provide support in the external and internal stakeholders’ strategic engagement and communication

Responsibilities
Program Management
  • Managing staff and overseeing the day-to-day activities of the PMT related to the management and implementation of the Project, including procurement, project monitoring and evaluation, financial management, progress and financial reporting, leading staff of the PMT;
  • Draft Terms of References and management of national and local consultants, monitoring progress on deliverables under those contracts and providing feedback as necessary, and coordination of the work of the consultants consistent with the overall project implementation plan;
  • Prepare, or as appropriate supervise the preparation of, progress reports, annual reports, project completion report and other reports that may be required;
  • Prepare, or as appropriate supervise the preparation of, annual work plans and budgets and present to the USAID for approval;
  • Supervise PMT in the performance of their respective duties and ensure the efficient functioning of the team and ensure that clear working arrangements are established on all management, financial, accounting and procurement matters;
  • Participate in building and implementing the detailed concept and approaches as part of the overall framework and methodology of the project;
  • Lead the development of work plans, workshops and periodical work sessions and meetings for the Team and hold orientation for team members and partners to clarify the project's objective and approaches;
 
Monitoring and Evaluation
  • Lead the preparation of the Project’s M&E Plan and rollout its implementation as well as ensure timely collection and analysis of data to assess progress of project implementation;
  • Monitor progress in the delivery of results and implementation of activities and outputs to realize the objectives of the Project;
  • Lead in the analysis of M&E reports and inform BK Board and leadership in order to adjust program implementation approaches and strategies.
 
Financial Management
  • Identify implementation arrangements and needed resources to implement the project and ensure proper management of funds, including accounting, financial control and audit procedures acceptable to the USAID as well as the procurement of goods, works and services in accordance with agreed guidelines.
  • Track the Project’s financial status and performance to identify areas for potential improvement
  • Analyse financial reports and seek out methods for minimizing financial risk to the Project

Partnership development and management
Maintain a comprehensive overview of current partners and stakeholders, participate in the strategic partnership management, including monitoring and evaluation
  • Internal Networking and Coordination: effective coordination and support to the whole project implementing team, ensure systems and standards are adhered to, provide inputs and effective coordination for communications and advocacy
  • External networking/Support the National Coordinator in networking and relationship building: monitor relevant trends across the natural resource governance and extractive industry transparency and accountability issues; maintain a comprehensive overview of relevant developments in the natural resource governance sector, particularly in the project priority areas
  • Capacity building: increase project capacity in program and project development, implementation and monitoring and evaluation
 
As required: support other BK initiatives that are relevant to the goals and objectives of BK

Skills and Experience Required
  • 10 years of relevant program management experience
  • Relevant background and experience on natural resource governance and extractive industries is an advantage
  • Significant experience in program implementation and delivering results against targets
  • Relevant experience on cultivating and managing organizational partnerships
  • Excellent interpersonal and presentation skills, including IT skills
  • Strong administrative and organizational skills
  • Ability to be self-directed and take initiative
  • Budgeting skills and financial management
